In the latest development of a legal saga that began during Barack Obama's presidency, the lawsuit by New York and seven other states challenges a Trump administration decision to allow nine upwind states to escape tighter smog pollution controls.

U.S. appeals court rejects challenge to Trump voter fraud panel

A U.S. appeals court in Washington on Tuesday upheld a lower court's decision to allow President Donald Trump's commission investigating voter fraud to request data on voter rolls from U.S. states. The U.S. Court of Appeals for the District of Columbia Circuit said the Electronic Privacy Information Center (EPIC) watchdog group, which filed the lawsuit, did not have legal standing to seek to force the presidential commission to review privacy concerns before collecting individuals' voter data.

Quality Care cuts rents for struggling nursing home chain ManorCare

Healthcare property owner Quality Care Properties Inc has agreed to cut rents for HCR ManorCare but said the U.S. nursing home chain, which already owes more than $300 million in back rent, has acknowledged it will struggle to pay even the reduced amount, according to a regulatory filing on Tuesday. Under the deal, which includes a one-year forbearance agreement, Quality Care reduced monthly rents under ManorCare's master lease to $23.5 million through Nov. 30, 2018 while the two companies discuss a broader restructuring. ManorCare declined to comment.

U.S. cities sue military over gun background-check system

The lawsuit was filed on Friday in federal court in Alexandria, Virginia and came after the U.S. Air Force revealed it failed to report the criminal record of the man who in November killed 26 people and wounded 20 others in a shooting at a Texas church. The complaint, announced on Tuesday, said it sought an injunction to prevent future "senseless carnage" by requiring the Defense Department to locate all records in its possession that should be reported in order to fix "deadly gaps" in the background check database.
